Non-Human Identities: The Governance Gap Most Programs Miss
Service accounts, API keys, and AI agents already outnumber human users in most environments. Most IAM programs still aren't built to govern them.
Ask most security leaders how many employees have privileged access, and they can tell you within a few hundred. Ask how many service accounts, API keys, CI/CD credentials, and AI agents have standing privileged access, and the honest answer is usually 'we're not sure.' That gap is where a growing share of real-world breaches originate.
Why non-human identities slip through traditional IAM
Most identity governance programs were designed around a joiner-mover-leaver model built for people: an HR event triggers provisioning, a role change triggers a review, an offboarding event triggers deprovisioning. Machine identities don't have an HR record. They're created by a developer standing up a new integration, often outside any formal request workflow, and they rarely have a natural offboarding trigger — the credential just keeps working until someone notices, which can be years later.
What a mature program looks like
A non-human identity governance program needs the same fundamentals as human IAM, applied to a very different lifecycle: discovery and inventory of every service account, key, and certificate; ownership assignment so every non-human identity has an accountable human or team; automated rotation and secrets vault management instead of static, hard-coded credentials; and periodic certification with real teeth — expiring credentials that aren't recertified, not just flagging them.
As organizations adopt agentic AI, this becomes more urgent, not less. An AI agent with a standing, over-permissioned service account is a much larger blast radius than the same account sitting unused, because the agent will actually use every permission it's been granted, at machine speed, without a human pausing to ask whether that action makes sense.
